Sir R. Hart hopes to have the arrangements for the establishment of a custom- house at Dalny completed before the 1st day of the 2nd Chinese moon (the 14th March), the date which has been suggested by the Wai-wu Pu.

The establishment at Dalny will be placed under the charge of a Japanese from the Newchwang Customs staff.
